Overview

Brooklyn Public Library is seeking a Capital Finance Analyst. This position will support the Vice President of Capital Finance and Real Estate Initiatives with the development and analysis of systems and data critical to the financial planning and management of our growing capital portfolio. BPL currently has more than $300 million in active and planned construction projects and over a million square feet of physical plant. As we embark on our most significant era of rebuilding, we need to focus on accurate data and reliable reporting to ensure our success.

 

This position is responsible for analyzing and reporting on capital budget and commitment data, assisting with the development of tools to manage the capital budget that will serve both the Executive Management Team and Capital Planning project managers, as well as assist with the various aspects of the capital project lifecycle and the City’s four annual plans throughout the fiscal year, and provide other ad hoc support in the field of capital finance. This position reports directly to the VP, Capital Finance and Real Estate Initiatives.

Responsibilities

  • Assist with the development of a capital budget and commitment database
  • Assist in the design and development of monthly and quarterly reports (and other metrics) pertaining to capital budget variances and commitments, and other ad hoc reporting as needed
  • Analyze monthly budget and commitment data and report on variances, etc.
  • Communicate with and participate in monthly, quarterly and ad hoc meetings with various City agencies, and interact routinely with various parties, including the Office of Management and Budget (OMB), the Department of Design and Construction (DDC), the Department of Citywide Administrative Services (DCAS), the Comptroller’s Office and other City agencies as required
  • Assist with all aspects of the capital project lifecycle, including project creation and tracking within the City’s Financial Management System (FMS) and Project Initiation (PI) forms
  • Serve as the primary contact for obtaining and tracking all Certificates to Proceed (CPs), including logging and tracking the status of BPL’s CPs
  • Collaborate on and support Capital Planning, Technology, Procurement and other staff with furniture, fixture and equipment purchases and coordination, including consolidating requests and coordinating amongst the various internal departments and with OMB and the Comptroller
  • Assist with the planning and implementation of an asset management system and other ad hoc systems as BPL implements a new ERP

Qualifications

Education and/or Certification

  • Bachelor’s Degree required
  • Master’s Degree in Finance, Business Administration, Systems Management or a related field is a plus
  • Three or more years of professional experience in a relevant role, with progressively increasing responsibility

Skills & Abilities

  • Proven ability to track and report on complex capital projects
  • Self-starter with a hands-on approach and willingness to work independently
  • Proficient to advanced Microsoft skills (Outlook, Excel and PowerPoint)
  • Relational database and/or business intelligence experience a strong plus (MS Access, Tableau, SQL, etc.)
  • Experience implementing appropriate technology that improves the customers’ experience 
  • Excellent organizational and time management skills
  • Experience interacting with all levels of an organization
  • Ability to travel to branches across the system and external meetings
